More recently, fatal cases of abuse such as those of eight-year-old Victoria Climbié in the UK in 2000 and a two-year-old boy identified only as “Kevin” in Germany in 2006 motivated many countries to launch serious investigations into dysfunctions in the child welfare system, and inspired new legislation and changes in child protection practices.
