PA: Parent heroin addiction putting strain on Monroe County youth services agencies

The agency recruits foster parents to care in their homes for at-risk infants and youngsters up to age 20, while Children and Youth and other agencies work for family reunification. The 173 foster children currently assigned to Children and Youth for foster parent placement include 10 infants whom themselves were born heroin-dependent. “Heroin is prevalent in Monroe County and it has created burdensome issues,” said Diane Rogers, Children and Youth program director. “Heroin is a hard drug to kick.”
