Although the adoption industry and societal expectations have since changed, Ms. Sharp remains one of many reformers – including adoption agencies, legal experts, adoptive parents and politicians – in Pennsylvania who think the process needs an update. But they’re split between those who think current laws give birth mothers too much leeway and those who think the rules favor adoptive parents.
