PA: ‘Almost unheard of’: York County child welfare agency receives third downgraded license

The Pennsylvania Department of Human Services recently gave York County’s Office of Children, Youth and Families its third consecutive provisional license, which runs from March 14 through May 15. The agency has a couple more chances to improve its license before it faces a state takeover.
