NY: Two smart fixes that will help New York City help the homeless (Opinion)

If we’re going to give families in the system the tools they need to get back on their feet permanently, it’s time to take two logical next steps. The City Council is considering a package of bills, which we call “Permanent Independence,” that I hope will accomplish just that. The first is aimed at one of our city’s most vulnerable populations: children who are raised in the foster care system, about 25% of whom wind up homeless. Aging out of foster care in New York is like slipping through a hole in the safety net.
