Examining records of 25 children whose parents are suspected of having abused or neglected them — a random sampling of the 60,000 households put under investigation annually by the agency’s child protective services division — Stringer’s auditors found that required biweekly meetings with the children happened far less regularly, leaving kids dangerously unwatched.
