In a sadly familiar ritual, the New York City Administration for Children’s Services pledges more oversight and more coordination between government agencies following the fatal beating of 6-year-old Zymere Perkins – just as it did following the deaths of Kevasia Edwards and Nixzmary Brown, two children who previously died under its watch.
