Transracial Adoptive Parenting: A Black / White Community Issue

Advocates of increased transracial placements of children in foster care and adoption argued in the early 1990’s that 43% of the children in the foster care system were African American children.  However, African Americans were only 15% of the United States population.  Therefore, the argument went, transracial adoptions are necessary because there were not enough African American families available to adopt black children.
