Japan: Greater support needed to improve, expand foster parent system

In cases when parents are unable to raise their children, priority is given to placing these children in a family setting, such as with foster parents. The revised Child Welfare Law passed in May spells this out. Support for foster parents has been made a new duty for child consultation centers. This change from a policy of relying heavily on placing children in institutions is hugely significant.
