Canada: Quebec moves toward more open adoptions

Quebec’s proposal to modernize its adoption laws, to allow adopted children and their birth parents to learn about their identity and medical history, is good news for thousands across the province, said Caroline Fortin of Mouvement Retrouvailles, a not-for-profit organization defending the rights of adoptees and biological parents.
